Although statistics show that Manitoba had the highest decline of overall crime in Canada, the city of Winnipeg recorded the 4th-highest level of crime rate among Canadian Metropolitan areas with 1,200 offenses per 100,000 inhabitants. The crime rate is 50% higher than that of Calgary and more than double that of Toronto.

Theft of motor vehicles has dropped considerably from 3,028 cases in 2008 to 2,007 in 2009. Commercial break-ins are also down from 1,229 to 991 in 2009.

Home burglaries and breaking & entering violations, however, have increased in 2009 by almost 500 cases to 2,786 cases. This is a 22% increase in a single year from 2008’s 2,291 cases.

Robbery of residences has also increased by 38% to 1,538 from 1,112 the year prior. This is also a surprising trend away from robbery of commercial or financial entities, who have seen a 9% decrease in violations in 2009.

Winnipeg police credit small businesses and banks for installing and increasing their alarm systems. Motor vehicle theft has also declined thanks to financial incentives offered motor vehicle owners to install ignition immobilisers.
